Over the past decade, The George Washington University’s Graduate School of Political Management (GSPM) has become a respected resource for providing leadership training across Latin America, focused on supporting democracy, human, and economic rights.
One of the ways in which GSPM works to achieve this goal is through The Political Management and Governance Program – sponsored by the Andean Development Bank (Corporación Andina de Fomento). The program is unique in its pioneering efforts to establish a balance among social, economic, and political development in countries undergoing constant transformation. The Governance Program harnesses the knowledge and experience acquired by the GSPM in its more than 20 years of providing education in applied politics.
The program in Latin American governance focuses on improving decision-making, communication and implementation through effective management practices. GSPM teaches best practices in public and political management and translates them into information that can be applied to the circumstances of local governments in Latin America, assisting in the ongoing efforts of modernizing democratic institutions. Program participants also examine how political management, strategic thinking, grassroots communication, political marketing, negotiations, and leadership enhance the quality of their strategic interactions and, at the same time, build support for reform and change.
Over the past ten years, the Governance program has provided education to 7,650 leaders including local municipal officials and members of civil society organizations. More recently, state and federal officials and their staff have begun to participate in the program. This year alone, an additional 1,600 leaders in Argentina, Bolivia, Colombia, Ecuador, Mexico, Peru, Panama, and Venezuela will be participants in the Governance Program.
Most of the leaders who matriculate through the program are from local institutions and government agencies. These leaders, over time, have risen through the ranks of various institutions. Therefore, the program has a long term impact in the decentralization process and governance in Latin America. Critically important to the program’s success and longevity is that the participants represent all sides of the political spectrum.
Graduates of the program include the current Mayor of Lima, Peru – Óscar Luis Castañeda Lossio, who attended the program through the Universidad Catolica de Peru and who is also the frontrunner in the Peruvian presidential campaign – and the El Prefecto (Governor) of the province of Los Rios in Ecuador, Marco Troya who was elected after taking the training program in Universidad Catolica Santiago de Guayaquil.
The classroom courses are conducted through the cooperation of prestigious local universities like the Universidad de San Andres and Universidad Nacional de Rosario in Argentina, Universidad Autonoma de Mexico (the largest in Latin America), Pontificia Universidad Catolica del Peru, Universidad del Valle in Bolivia, Universidad Catolica Santiago de Guayaquil in Ecuador, Universidad del Rosario in Colombia, Pontificia Universidad Catolica de Ecuador, and Universidad Catolica Andres Bello of Venezuela, among others.
